29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means:  a. On or about February 4, 2015, on the 4:12 pitch roof, employees were conducting roofing operations within inches of a 200 ampres drop-down power line on building 1, exposing themselves to an electrical hazard.  b. On or about February 4, 2015, on the 4:12 pitch roof, employees were conducting roofing operations within inches of a 200 ampres drop-down power line on building 2, exposing themselves to an electrical hazard.
